Paraphrase of a telegram from the Secretary of State for the Colonies to the Governor of Hong Kong.

Sent 3.40 p.m. 28th December, 1923.

Your telegram 23rd December. Personal and Secret. Glad to receive your assurance, but language of your subsequent telegram of 24th December disturbs me, particularly the phrase about rival Chinese factions which seems to suggest that attitude of His Majesty's Government towards Peking Government is still imperfectly apprehended. Please telegraph to me substance of your promised despatch showing in what respects you have been misrepresented. I shall probably have to show to Secretary of State for Foreign Affairs who is again pressing me text of your explana- tion.
